Welcome to HKU and to the online platforms conference. The first day of the conference is geared to practitioners and policy questions while the second day focuses on bridging the understanding of online platforms across academic disciplines. Competition analysis of online markets is a hot topic around the world. In a number of jurisdictions, online markets already have been subject to competition law review in merger or conduct cases. In other jurisdictions, these issues are in a nascent stage of policy. A number of lessons can be learned from the cases to date involving online markets with regard to optimal competition policy. What these cases tend to share are some basic features as to how online markets work. Some jurisdictions understand the particular dynamics of multi-sided online markets. Other competition authorities sometimes may misidentify these markets and the market dynamics therein. We will explore both what is known and the gaps in knowledge to better understand these market dynamics.

Mr. Brent SNYDER

Chief Executive Officer
Hong Kong Competition Commission

Mr. Brent Snyder was appointed to the position of Chief Executive Officer of the Competition Commission (Commission) in September 2017.

Prior to joining the Commission, Mr. Snyder served in the Antitrust Division of the United States Department of Justice from 2003 until 2017, first as a Trial Attorney playing a key role in the Division’s criminal matters, and as Deputy Assistant Attorney General (DAAG) from 2013 until 2017. In his capacity as DAAG, Mr. Snyder headed the criminal enforcement function overseeing enforcement, prosecutions, leniency and other policy work. Mr. Snyder twice received the Attorney General's Award for Distinguished Service and was awarded an Antitrust Division Award of Distinction.

Prior to joining the government, Mr. Snyder practiced law at Paul Hastings in Los Angeles and Perkins Coie in Seattle where he was a Partner.

Mr. Xuan WANG

Principal Staff Member of Anti-monopoly Bureau
State Administration for Market Regulation

Wang Xuan is now working at the Investigation Division for Monopoly Agreements in the Anti-Monopoly Bureau of the State Administration for Market Regulation (SAMR). He is responsible for drafting the departmental regulation on prohibiting monopoly agreements, investigating major monopoly agreement cases and guiding provincial AMRs for their investigation activities. He has investigated cases in various sectors such as Internet, auto, energy and IT.

From July 2010 to April 2018 (prior to the institutional reform of the State Council), Wang Xuan also worked at the Anti-Monopoly Bureau of the Ministry of Commerce (MOFCOM) for a long period. When working at the Division for Competition Policy, he was responsible for studying competition policy and drafting antitrust implementing rules, promoting and participating in the inter-governmental international negotiation on competition related chapters and international antitrust exchange and cooperation. When working at the Division I for Merger Control, he reviewed over 60 major M&A and JV transactions, covering industries of IT, shipping, auto, pharmaceutical, chemical, energy, etc. During his MOFCOM period, Wang Xuan, as a diplomat, was sent to China Embassy in Switzerland and Mongolia for four years. Wang Xuan obtained his LLB and LLM from University of International Business and Economics in 2004 and 2010 respectively.

   About the conference

The HKU-Lingnan-University of Florida Platform Competition Conference is co-organised by HKU Faculty of Business and Economics & ICGD Industrial Economics and Competition Policy Programme, Lingnan University Centre for Competition Policy and Regulation and the University of Florida Levin College of Law.

The conference also marked the inaugural event of ICGD Industrial Economics and Competition Policy Programme. The Programme is one of seven research programmes under the HKU FBE Institute for China and Global Development. Ensuring fair competition among firms is instrumental to economic development. Antimonopoly/Competition law and policy has become increasingly important in China, including Hong Kong. Our research programme encourages and supports economic research which informs policy makers, enforcers, practicing lawyers, economic consultants, company legal counsels, and researchers in the antitrust and competition field. We also aim to promote interaction and exchange of ideas among academic researchers and practitioners through events such as conferences, forums, and public lectures.
