The very essence of urbanization is to absorb rural population. By comparing New-Pudong and Old-Puxi of Shanghai in their ability to absorb rural migrants, land use efficiency, and environmental sustainability, we recommend the Puxi Model.
Constrained by the Hukou system and land tenure system, New-Pudong as a government-led urban area is characterized by high land-intensity and capital-intensity, an urbanization model that mismatches China’s factor endowment characterized with a large but relatively poor rural population.
